تطور دور قطاع الاتصالات وتكنولوجيا المعلومات فى الاقتصاد المصرى بالتركيز على خدمات التعهيد: التحديات والفرص المتاحة
وجهت مصر- خلال السنوات الأخيرة- اهتمامًا كبيرًا لعملية التحول الرقمى فى كل مجالات الحياة لتحقق أهدافها التنموية والعدالة الاجتماعية من خلال إدماج كل فئات المجتمع وتطوير مهاراتهم ليتسع نطاق الاستفادة من ثمار النمو، واتجهت الأنظار نحو كيفية الاستفادة من جهود التحول الرقمى وكل ما تتميز به مصر من موقع جغرافى وقدرتها على التواصل مع مختلف الثقافات فى تقديم خدمات التعهيد وخاصة خدمات تكنولوجيا المعلومات لتعزيز ثقة المستثمرين فى الاقتصاد المصرى، وبالرغم من هذه الجهود فلا تزال هناك مجموعة من التحديات التى قد تعرقل مثل هذه الجهود وعليه فكان من المهم دراسة دور قطاع الاتصالات وتكنولوجيا المعلومات داخل الاقتصاد المصرى بالتركيز على خدمات التعهيد للتعرف على هذه التحديات بشكل أكثر تفصيلاً وذلك من خلال اتباع المنهج التحليلى الوصفى على مدار الفترة من ٢٠١٥/٢٠١٤ وحتى عام ٢٠٢٣/٢٠٢٢.
وانتهت الدراسة إلى وضع عدد من التوصيات من بينها ضرورة الاستمرار فى تدريب وتعليم المهارات التكنولوجية والتقنية للعناصر البشرية المتاحة، وكذلك التأكيد على أهمية الاطلاع على تجارب الدول الأخرى فى مجال تعهيد تكنولوجيا المعلومات للاستفادة منها، مع ضرورة توفير بيانات مستمرة عن مدى تطور هذه الخدمات وتنوعها وتوزيعها الجغرافي، هذا فضلًا عن الحاجة إلى تطوير مستمر للخطط التى تستهدف تعزيز دور قطاع الاتصالات وتكنولوجيا المعلومات داخل الاقتصاد المصرى.
 
Abstract
The Developing Role of Communications and Information Technology in Egyptian Economy Focusing on Outsourcing Services: Challenges and Opportunities
In recent years, the Egyptian economy has focused on digital transformation across all fields to achieve the sustainable development and social justice objectives through integrating all the society sectors and improving the human resource skills to expand the benefits from economic growth. Subsequently, there are a great effort to benefit from digital transformation especially; Egypt has characterized with special geographical position and its ability to communicate with different cultures, So it can provide outsourcing services especially information technology services that improve the investors' confidence about the Egyptian economy. Despite these efforts, there are severe challenges that face these services. Consequently; this study aims to investigate the role of IT sector in Egyptian economy and in providing outsourcing services through focusing on determining the challenges that face these services by depending on descriptive analysis during the period from 2014/2015-2022/2023.
The study had set some recommendations as; there should be a focus on continuous training for human capital to improve their technological skills. There should be following up the other countries experiences in outsourcing services to benefit from their experience. Information about improvements, diversity and geographical expansion of outsourcing services should be available besides; there is a need of updating plans to improve the role of communications and information technology sector in Egyptian economy.
